Establish a specialized team for collaborative resumption of work and production in the industrial chain, led by the Ministry of Industry and Information Technology and involving relevant departments, to coordinate and solve cross departmental and cross regional issues. At the same time, it is necessary to fully leverage its leading role, continuously sort out the list of key areas and their core supporting enterprises, incorporate the key issues reflected by enterprises into the work team to promote solutions, drive upstream and downstream enterprises to work together to resume work and production, further restore the industrial ecology, and maintain the stability of the domestic supply chain.

The second is to exert great efforts to alleviate the production and operation difficulties of small and medium-sized enterprises. The Ministry of Industry and Information Technology will fully leverage the coordination mechanism of the Office of the Leading Group for Promoting the Development of Small and Medium sized Enterprises, implement financial, taxation and other policies to support small and medium-sized enterprises, continue to clean up government departments and state-owned large enterprises' arrears of accounts to private enterprises and small and medium-sized enterprises, and prevent new arrears due to the epidemic. At the same time, further research and implementation of relevant policies are needed to address some reasonable but untimely fees and further reduce the operating costs of small and medium-sized enterprises.

The third is to effectively enhance the momentum of collaborative resumption of work and production in the industrial chain. The Ministry of Industry and Information Technology will actively promote the expansion of domestic demand, cultivate new types of consumption, and stabilize mass consumption such as automobiles with relevant departments. Promote the application of 5G technology in various scenarios, and develop new formats and models such as remote healthcare, online education, and online office. At the same time, we need to further increase efforts to accelerate the construction of major projects in the industrial communication industry, accelerate the construction of new infrastructure such as 5G networks, the Internet of Things, big data, artificial intelligence, and smart cities, and promote projects under construction to be put into operation and reach production as soon as possible. The Ministry of Industry and Information Technology will also continue to track the implementation of some major projects, especially major foreign-funded projects, to further drive consumer demand in the raw material industry.
